老子《道德经》第三章Laotzi Chapter three

原文：不上贤，使民不争；不贵难得之货，使民不为盗；不见可欲，使民不乱。是以圣人之治也，虚其心，实其腹，弱其志，强其骨，恒使民无知、无欲也。使夫知不敢、弗为而已，则无不治矣。

白话意思：不刻意尊崇有德行的人， 于是老百姓就会变得不争名夺利。不看重珍惜贵重物品， 于是老百姓就不会去偷盗。不去炫耀一些东西，这些东西可以引起人们的贪欲， 就不会扰乱人民的内心。因此， 对于圣人来说， 它治理天下应是：让老百姓没有野心， 填饱肚子，减少其贪欲， 达到筋骨强壮。总要使老百姓不耍小聪明，不生贪欲， 甚至使那些聪明者也不敢恣意妄为，因为不妄为， 所以没有任何事不能治理好的。

Valuing person of virtues painstakingly may make people pursue fame and wealth.

Overstating rare and expensive commodities may make people become thieves.

Preventing people from seeing what causes greed which may disturb people’s mind and thus there will be fewer riots.

The sage’s governance is:

To empty people’s mind, fill their bellies, weaken their desires, and enhance their immunity. Meanwhile, reduce people’s prejudice and greed and decrease their desires and aspirations.

Even some talents who want to act willingly cannot do so.

In this way, even some talents who want to act willfully dare not do so.

もしも人々はわざと徳のいる者に尊敬されないとしたら名声を手に入れなく、貴重なものを狙わないとしたら泥棒となるものができなく、なにかひとびとの欲望のひかすものをひけらかさないとしたら人間の志が乱されません。だから聖人として以下の作法でほどかす。

人々に野心を抱かせな、空腹を満たさせ、民衆なこころおきてを減らせ、筋肉を強めせ、いつまでも民衆に器用させなく貪欲を生かせません。それにしても器用好きなひとさえもわがままになってはいけません。わがままにしないこそ万国でのすべてのことが抑えることができるようになりました。
